BACKGROUND:
The Florida Department of Transportation awarded the City of Ocala a Public Transportation Grant Agreement (PTGA) grant for capital items in support of SunTran, Ocala/Marion County’s fixed route bus system. The $1,233,575 grant includes funding to purchase a non-revenue-generating compact SUV to support SunTran operations.
FINDINGS AND CONCLUSIONS:
The utilization of compact SUVs in the City’s fleet has proven to be efficient and reliable. Fleet staff submitted informal requests for quotations to purchase a 2023 Toyota Rav4 LE (A8) to three dealerships: Alan Jay Fleet Sales, Deluca Toyota, and Seminole Toyota. Deluca Toyota provided the lowest cost competitive quote ($31,284) for a 2023 Toyota Rav4 LE (A8) with immediate delivery.
Procurement staff sourced additional suppliers and found the pricing offered by Deluca Toyota to be the lowest when compared against other dealerships with vehicles in stock, namely Phillips Toyota of Leesburg ($30,309) and Parks Toyota of Deland ($31,211). The vehicle from Phillips Toyota would not be at the dealership and available for pick up until May 26, 2023. The vehicle from Parks Toyota would not arrive until June 15, 2023. Time is of the essence as the purchase must be made prior to June 30th in order to utilize grant funding. Fleet recommends the purchase of this vehicle.
FISCAL IMPACT:
Funding for this purchase is appropriated in the SunTran State Grants Equipment account #494-050-455-544-66-64010.
