BACKGROUND:
On or about July 5, 2022, the City's Community Development Services (CDS) Department received a request from a moderate-income household for housing rehabilitation. The property was evaluated, and it was determined to bring the house to current building standards, all windows, all plumbing, the water heater, and the HVAC system would be replaced; electrical upgrades would be made; all flooring replaced; the master bathroom remodeled and made ADA accessible; the kitchen would be remodeled with new appliances supplied; interior and exterior repairs would be made; and the interior and exterior of the home would be painted.
FINDINGS AND CONCLUSIONS:
On October 27, 2023, Invitation to Bid ("ITB") No.: CDS/230005 was issued. Bids were submitted by two (2) firms, with one bidder ultimately deemed to be non-responsive and the second bid exceeding the expected project budget by approximately $30,000. The solicitation was canceled and re-issued.
On January 26, 2024, ITB No.: CDS/230005 was reissued. Bids were submitted by two (2) firms. The lowest bid, submitted by Hill Site, Inc., was rejected as non-responsive due to the vendor not meeting solicitation requirements.
The second-lowest bidder, Bruce Wayne Wiley, LLC, of Fernandina Beach FL was chosen as the intended awardee. The project will be funded by the City's State Housing Initiative Partnership (SHIP) grant.
FISCAL IMPACT:
