BACKGROUND:  On November 16, 2021, the Ocala City Council approved Resolution 2022-10 accepting a Public Transportation Grant Agreement in the amount of 1,233,575 from the Florida Department of Transportation (FDOT). The grant funding allowed the city to move forward with several large-scale capital projects that included a design and renovation of the SunTran Admin/Maintenance Facility; the design of a kiosk/bathroom facility at Union Station; and the design of pedestrian improvements for new bus shelters. The grant also paid for the acquisitions of surveillance/security equipment for the SunTran facilities, three new non-revenue generating SUVs, a bus washer, and maintenance shop equipment.

 

Staff is requesting to extend the grant for one year to complete the various work orders and to purchase the SUVs. The city needs additional time to complete the purchase of the three vehicles, finish the design work for the bus shelters and kiosk, and complete the renovation of the SunTran Facility. Securing two of the vehicles has been difficult because of supply shortages. The other projects should be completed by fall 2023.

 

FINDINGS AND CONCLUSIONS:  This amendment is necessary for planned improvements to continue.  The funding will be used to enhance the SunTran operation and provide additional safety measures for the public.

 

FISCAL IMPACT:  The FDOT Public Transportation Grant Agreement provides 100 percent of the funding for the projects. No local match is required.

RESOLUTION 2023-29

 

A RESOLUTION EXTENDING THE EXPIRATION DATE FOR THE PUBLIC TRANSPORTATION GRANT AGREEMENT #433304-2-94-01 BETWEEN THE FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT) AND THE CITY OF OCALA FOR CAPITAL FUNDING FROM JUNE 30, 2023, TO JUNE 30, 2024.

 

WHEREAS, the FDOT announced that the FY21 and FY22 Public Transit Grant allocations will not require a local match; and

WHEREAS, the City submitted a grant application to FDOT for its FY21 allocation of $523,310 and FY22 allocation of $710,265 to pay for capital expenses for SunTran, the fixed route transit system; and 

WHEREAS, the Florida Department of Transportation (FDOT) has entered into a Public Transportation Grant Agreement (PTGA) with the City of Ocala to provide funding for SunTran capital projects; and

 

WHEREAS, the funds will be spent on: the design and renovation of the SunTran administrative/maintenance facility; the design and construction documents of a new bus driver ready-room/bathroom/kiosk at the bus station; the acquisition of surveillance/security equipment for the SunTran administrative/maintenance facility and bus transfer station; engineering and design of pedestrian access, shelter pads and walkways to bus shelters; and the purchase of 2 non-revenue generating SUVs, a bus washer, and maintenance shop equipment; and

 

WHEREAS, the Florida Department of Transportation requires that the City of Ocala execute and deliver to the FDOT an Amendment to the Public Transportation Grant Agreement to allow for planned expenditures.

 

NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF OCALA, FLORIDA, in regular session duly assembled, that the City Council President is hereby authorized to make, execute, and deliver to FDOT an Amendment to the Public Transportation Grant Agreement #433304-2-94-01, extending the grant for one year to June 30, 2024.
