BACKGROUND:
On September 23, 2022, Tropical Depression Nine strengthened into Tropical Storm Ian and became a major hurricane before making landfall along Florida's West Coast. On September 24, 2022, President Joseph R. Biden, Jr. approved an emergency declaration for Florida and Governor Ron DeSantis approved executive order 22-219 declaring a statewide emergency because of Hurricane Ian. Furthermore, on September 26, 2022, Marion County issued a declaration of state of local emergency and on October 4, 2022, the City of Ocala issued Resolution 2023-4 declaring a local state of emergency due to the threat of harm to human life and property from the possible impact of Hurricane Ian.
On November 15, 2022, City Council adopted budget resolution 2023-105 appropriating $455,452 in expenses incurred in Fiscal Year 2021-22. A resolution is necessary to appropriate additional expenses incurred in Fiscal Year 2022-23.
FINDINGS AND CONCLUSIONS:
Approximately $371,000 of City expenses have been reimbursed by the Federal Emergency Management Agency (FEMA) and the State of Florida for Category B, Protective Measures. During Fiscal Year 2022-23 the City incurred expenses related to hurricane Ian totaling $135,595. Furthermore, during Fiscal Year 2022-23 the city sent mutual aid to hard-hit locations within Florida. Mutual aid costs totaled $76,850 and should be 100 percent reimbursed by the entity the City assisted.
