BACKGROUND:
On October 1, 2024, City Council approved the Agreement for Continuing Professional Architectural and Related Engineering Services, Contract No. ENG/240627 (the "Master Services Agreement"), with Monarch Design Group, LLC (Monarch) with an initial expenditure threshold of $250,000. The initial contract term expires on October 1, 2027.

Under the Master Services Agreement, all work, allocated staff hours, and appropriate staff classifications are assigned by individual task work orders (TWOs) negotiated and approved between the City and Monarch, subject to the terms and conditions of the Master Services Agreement. Negotiated Task Work Orders are required to be signed by the head of the utilizing department, the Procurement & Contracting Officer, and the appropriate executive leader (City Manager or City Council). Task Work Orders exceeding $50,000 in value are calendared for City Council agenda for final approval. No services are approved without budgeted allocations.

FINDINGS AND CONCLUSIONS:
The Fiscal Year 2024-25 budget approved the Fire Station No. 7 Truck Shed Project (the "Project") to create a storage facility that ensures vehicles remain in optimal condition for rapid deployment. This Project generally consists of adding a 6,820 square foot pavilion with a 620 square foot enclosed shop within one corner of the pavilion.
