BACKGROUND: Following months of consideration, deliberation, and review and in accordance with a comprehensive study performed by an outside consultant (Benesch), the Marion County School Board (MCSB) requested that the Board of County Commissioners of Marion County, Florida (BOCC) adopt an ordinance imposing educational system impact fees in Marion County, Florida.
In March 2024, the BOCC adopted Ordinance 2024-06 which imposed an educational impact fee for all of Marion County beginning July 1, 2024. In June 2024, BOCC, MCSB, and the City of Ocala entered into an interlocal agreement outlining the specific terms and conditions concerning the collection of the fees.
Staff is proposing a $25.00 application fee to offset the costs of processing the educational impact fees associated with new residential units. This number is consistent with the previous processing fee charged with the expired educational system impact fee ordinance and the processing fees charged for the transportation impact fee ordinance.

FINDINGS AND CONCLUSIONS: The proposed fee is consistent with the adopted interlocal agreement with Marion County.

FISCAL IMPACT: The processing fee is used to support the general fund. The processing fee is in addition to the impact fee required by the building permit application. A revenue account will be created to receive the $25.00 application fee and the revenue will be accounted for in the annual budget process.
