BACKGROUND:
Staff developed a Request for Proposals (RFP) for the design and construction of a three-bay fire station to house seven personnel with a footprint of approximately 10,130 square feet to be located at parcel 21512-000-00 in Ocala, Florida.

FINDINGS AND CONCLUSIONS:
On August 6, 2024, the City advertised RFP No. ENG/240952 seeking competitive proposals from qualified professional design-build teams to provide conceptual and final designs, construction documents, and construction services for the completion of the Fire Station No. 8. Project (the "Project"). This station will be similar in architecture, construction, and general appearance as Fire Station No. 7, with the addition of a 10,000-gallon fuel island.

On September 11, 2024, the City received three qualified and responsive proposals. A Selection Committee met on October 29, 2024, to evaluate the qualifications and experience of the proposers, and again on December 5, 2024, to evaluate project understanding, design and construction approach, and project cost and feasibility. After oral presentations and a request for the submission of best and final price offerings, the Selection Committee recommended an award to Dinkins Construction, LLC.


The Guaranteed Maximum Price (GMP) for Fire Station No. 8 is $4,213,901. Staff recommends approval of the award of the contract for the GMP, plus a 10 percent contingency of $421,390.10, to allow the City Engineer to...
