BACKGROUND:

In July 2008, the City of Ocala Electric Utility (OEU) signed a contract with Elster Electricity, LLC (Elster) to provide all the electric meters needed for the implementation of Advanced Metering Infrastructure (AMI). At the same time, the City entered into an agreement with Elster to use the Connexo NetSense software information system (formerly known as EnergyAxis). This system communicates with the electric meters and stores the data collected. It is essential for monitoring and managing all aspects of the AMI system, troubleshooting issues, and handling electric revenue billing.

 

In 2010, Elster Electricity, LLC changed its name to Elster Solutions, LLC (“Elster”). In 2016, Honeywell acquired Elster Solutions, LLC. In 2018, this transition led to a software program upgrade from EnergyAxis to Connexo NetSense.

 

FINDINGS AND CONCLUSIONS:

Staff recommends renewing the software maintenance contract.

 

FISCAL IMPACT:

Funds to support the $55,619 software maintenance expense are approved in the Fiscal Year 2025-26 budget in account 457-032-276-531-53-52050.

 

PROCUREMENT REVIEW:

These services were procured in compliance with the City’s Procurement Policy.

 

LEGAL REVIEW:

This Agreement will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
