BACKGROUND:
The City of Ocala provides housing rehabilitation assistance to low-income homeowners. The Local Housing Assistance Plan (LHAP) approved by the Florida Housing Finance Corporation includes rehabilitating owner-occupied housing for income-qualified applicants.
On or about September 17, 2022, the City's Community Development Services Department received a request from a low-income household for housing rehabilitation services. Evaluation of the home located on SW Fifth Place revealed that the roof and all windows need to be replaced, and the plumbing needs upgrading. Additionally, the HVAC unit needs replacing and insulation installed in the attic, the electrical system needs upgrading, flooring needs to be replaced, the master bathroom needs to be remodeled and made ADA compliant, the kitchen cabinets need replacing, exterior and interior repairs need to be made along with exterior and interior painting.
FINDINGS AND CONCLUSIONS:
On August 7, 2024, the City issued Invitation to Bid ("ITB") No.: CDS/240317. On September 5, 2024, the solicitation closed with five responsive bidders. Florida Home Contractors, Inc. of Salt Springs, Florida was found to be the lowest responsive bidder with a total bid of $114,740.
This project will be funded by the City's State Housing Initiative Partnership (SHIP) Program. Staff recommends approval.
