BACKGROUND:
The City of Ocala provides housing rehabilitation assistance to low-income homeowners. The Consolidated Plan, approved by the Department of Housing and Urban Development (HUD), includes the rehabilitation and reconstruction of owner-occupied housing for income-qualified applicants.
The Coy residence, located at 1922 NW Second Street, was evaluated on March 10, 2022. It was determined to be dilapidated and ineligible for housing rehabilitation assistance. The property owner agreed to be placed on the Community Programs' waiting list to have the structure demolished and reconstructed if funding became available.
FINDINGS AND CONCLUSIONS:
This new build project is for a qualified elderly, low-income household. Costs for this project were solicited in accordance with the City's Procurement Policy and grant and program guidelines. Three bids were received in response to Invitation to Bid (ITB) No. CDS/250616A and Stejack, LLC of Apopka, Florida, was found to be the lowest responsive and responsible bidder with a total bid of $190,000. Staff recommends approval.
The demolition of the Coy residence was procured under Request for Quotations (RFQ) No. CDS/250616 and awarded to Cross Environmental Services, Inc. of Crystal Springs, FL. Upon approval of this agenda item, a Notice to Proceed (NTP) will be issued for the demolition portion of this project. This project is located in the West Ocala Community Redevelopment Area (CRA).
