BACKGROUND:

The TDP serves as the basis for defining public transit needs which is a prerequisite to the receipt of state funds. The TDP defines public transportation needs and solicits broad input by coordinating with other plans, conducting substantial public outreach, and exploring community goals with decision-makers and other stakeholders. The primary goals of developing and implementing the TDP update are as follows:
* Determine strategies to increase ridership and service efficiency within the existing service area.
* Enhance local and regional transit service connectivity and efficiency.
* Increase operating revenue and funding opportunities.
The City of Ocala Procurement Department issued a Request for Letters of Interest (LOI) for the Transit Development Plan (TDP) update on November 3, 2021. Letters were received on December 3, 2021, from four interested firms: Michael Baker International, Inc., Kimley-Horn and Associates, Inc., HDR Engineering, Inc., and Tindale-Oliver and Associates, Inc.

FINDINGS AND CONCLUSIONS:
The proposals were reviewed by a Selection Committee which consisted of Transportation Planning Organization (TPO) Director/Rob Balmes, Chief Planning Official/David Boston, Senior Transit Planner/Ji Li and Fiscal Manager/Holly Lang. The Selection Committee shortlisted the top three firms and HDR Engineering, Inc., was the highest-ranked firm who the Selection Committee voted to begin contract negotiations to determine the final scope and fee.
