BACKGROUND:
The Ocala Police Department successfully completed the required "Intent to Apply" phase for funding through the State Homeland Security Program (SHSP). The Department is requesting City Council authorization to submit the full grant application and, if awarded, to accept and execute the grant agreement.

The proposed Real Time Crime Center (RTCC) will address a significant operational capability gap created by decentralized data sources by establishing a centralized intelligence and information-sharing center. The RTCC will enhance situational awareness, improve operational decision-making, and strengthen coordination with local, regional, and state public safety partners during both daily operations and emergency incidents.

FINDINGS AND CONCLUSIONS:
The proposed project directly supports the objectives of the 2024-2026 Florida Domestic Security Strategic Plan by establishing a centralized intelligence hub that integrates and disseminates real-time information during domestic security and emergency response operations. Key components include a mission-critical 32-display video wall, motorized command desk displays, and a central engine for real-time data processing. The request includes professional services for turnkey installation, custom programming, and five years of technical support to ensure system sustainability. A vulnerability assessment is currently in process to satisfy preliminary grant requirements.
