BACKGROUND:

On July 16, 2019, City Council committed to receiving an additional 20 megawatts (MW) of generation from the Florida Municipal Power Agency (FMPA) All-Requirements (ARP) Solar II Participants Agreement, with new solar facilities Rice Creek and Whistling Duck. After amendments to the agreement were requested by the developer, Origis, eight of the twelve Whistling Duck participants will exit the project.

 

As such, reconfiguration was necessary for Phase III of the Power Purchase Agreement to optimize participation. This will include reallocating member participation to reduce the total number of facilities from five to four. The Penholoway facility has been terminated from Phase III. Ocala’s revised pro-rata share of the ARP allocation is 6.8 MW at the Leyland facility.

 

Ocala’s Phase III participation, including the three MW redirection of the original Poinsett project, now made whole through Leyland, and OEU’s proportional share of the overall ARP participation will bring OEU’s total commitment to Community Solar (utility scale) from 45.54 MW to 26.8 MW by 2026.

 

FINDINGS AND CONCLUSIONS:

Ocala seeks approval for the reallocation of ARP participation at Leyland and withdrawal of its commitment to Penholoway solar shares via the attached Rate Schedule B-1.
