BACKGROUND:
Ocala's Air Traffic Control Tower (ATCT) was commissioned in 2010. Some of the original radio equipment was replaced in 2020 due to it reaching or nearing the end of its service life. Due to funding issues, staff was unable to completely replace all old and outdated equipment, and this proposed contract with Wolen completes the total replacement of the radio systems.
This equipment is essential to safe and efficient air traffic operations at the Ocala International Airport and is the Airport's responsibility to maintain and replace. Procurement of new equipment will ensure compliance with Federal Aviation Administration requirements for the FAA Contract Tower (FCT) Program.
FINDINGS AND CONCLUSIONS:
The City of Ocala issued an Invitation to Bid on February 7, 2022, for ITB# AIR/220086, Airport Air Traffic Control Tower Equipment. Wolen, LLC responded, and was the sole bidder at $74,921.
The equipment is very specialized and purpose-built. Several companies were contacted, but only one company responded with a bid. The sole bid was vetted through FDOT and the bid is competitive and reasonable based on the first phase of the project.
FISCAL IMPACT:
FDOT Share: $60,000 341-050-756-542-66-64010
Airport Share: $15,000 341-060-756-542-66-64010
Total Project Cost: $75,000
Funding for the FDOT Grant was appropriated by a budget resolution on April 19, 2022. Funding for the City match is available in 341-060-756-542-66-64010 by way of Covid relief funds from FAA for contract tower expenses.
