BACKGROUND:

The City of Ocala provides housing rehabilitation assistance to low-income homeowners. The Consolidated Plan approved by the Department of Housing and Urban Development (HUD) includes rehabilitating and reconstructing owner-occupied housing for income-qualified applicants. Evaluation of the McGirth residence located at 1941 NW Fifth Street revealed a need to remediate mold, replace the HVAC and windows, remodel the bathroom, replace kitchen cabinets, replace flooring throughout the house, replace the water heater, and paint the interior and exterior of the home.

 

FINDINGS AND CONCLUSIONS:

Services for this project were solicited in compliance with the City’s procurement process and in accordance with grant and program guidelines. On January 20, 2026, the City issued an Invitation to Bid (ITB) No.  CDS/260375 for the rehabilitation of the McGirth residence. The bid closed on February 9, 2026, with seven bidders responding. The Ford Design Group of Orlando, Florida, was determined to be the lowest responsible bidder, with a bid of $72,000.

 

 

Funding for the project is available through the City’s State Housing Initiatives Partnership Program (SHIP), and staff recommends approval.
