BACKGROUND:   The Saving Mercy Corporation is a non-profit organization in Ocala that provides affordable housing and case management services to at-risk and vulnerable homeless individuals. Saving Mercy has partnered with Carrfour Supportive Housing Inc. of Miami, Florida, on the Mercy Village project. Phase I of the project will include  59 new one-bedroom apartments for residents at or below 60 percent of the area median income (AMI) and persons coming out of homelessness.

 

As part of the closing process for the Mercy Village project, Carrfour and their lenders need a non-exclusive utility and access easement over the Easement Area described in Exhibit “A”.  The access for the project was modified as the result of Saving Mercy selling off two parcels fronting West Silver Springs Boulevard. The access for the entire project is now located on the east side of the property on a section of right of way purchased by the city for a future roadway. The easement area will provide access to West Silver Springs Boulevard.

 

FINDINGS AND CONCLUSIONS:  The proposed easement will ensure that Saving Mercy will have access to the right of way that was approved as part of the Mercy Village site plan. Staff recommends approval of the easement agreement.
