BACKGROUND:
Ocala Electric Utility (OEU) purchases electric meters to ensure accurate measurement of electricity usage for residential and commercial customers. On average, OEU installs approximately 3,000 electric meters annually. The cost of these meters is recovered over time through the customer service charge.

On November 9, 2022, the City released its Request for Information No. 230038, Sole Source Posting ("SSP") No. SSP-195, for Honeywell electrical meters. The sole source was posted for 15 business days as required by section 120.57(3), Florida Statutes. Wesco Distribution, Inc., is the only authorized distributor of Honeywell electrical meters for the state of Florida. These meters are proprietary Honeywell products and the only meters that communicate with the advanced metering infrastructure (AMI) data collection software.

FINDINGS AND CONCLUSIONS:
Extended lead times continue to affect the ability to obtain electric meters in a timely manner. Approximately 3,000 additional electric meters are required to support planned developments and future growth within OEU's service territory. This purchase request also includes an additional 5,000 meters, as previously approved through the Fiscal Year 2025-26 budget process, for the Capital Improvement Project (CIP) - AMI Meter Replacement Program.
Staff recommends approval of the purchase of approximately 8,000 electric meters from Wesco Distribution, Inc., at an average cost of $200 per meter. Including a twenty-five percent contingency, the total expenditure is not to exceed $2,000,000.
