BACKGROUND: During the last few years, staff has been working with the Hidden Village Homeowners' Association (HOA) to address the ownership and maintenance of their roadways. Hidden Village is a Planned Unit Development (PUD) approved in the early 1990s. The developer did not deed SE 27th Loop or SE 27th Street to the city.

The city has been maintaining SE 27th Street but not the internal loop road. However, both SE 27th Loop and SE 27th Street are signed as public roadways. Before accepting the roadways, staff had to create new legal descriptions for the roadways. The proposed transfer to the city includes an easement agreement addressing stormwater and the responsibilities of the HOA.

FINDINGS AND CONCLUSIONS: After reviewing all documents, staff recommends that the city accept ownership and maintenance of the roadways. The HOA will continue to be responsible for maintaining the subdivision sign on SE 27th Street along with the landscaping and irrigation.

FISCAL IMPACT: The Engineering Department will place the roads on their maintenance/resurfacing schedule and will be required to upgrade the roadways in the future. The roads are approximately 32 years old. Based upon the current condition of the road and the City's current Transportation Rehabilitation Improvement Program (TRIP) contract pricing the estimated price of resurfacing is $142,807.40.
