BACKGROUND:

The City works with Risk Management Associates, Inc. (Brown & Brown Insurance) to help manage employee benefits. They assist with various tasks like managing the City’s health plan, negotiating with vendors, and supporting the annual open enrollment.

The most recent Agreement for Agent of Record and Insurance Consulting Services expires December 31, 2025, and offers a single three year renewal if both parties agree. The City and Brown & Brown Insurance have decided to renew the agreement from January 1, 2026, to December 31, 2028.

Brown & Brown provides expertise and supports the City with health plan projections, claims analysis, and regulatory compliance. They offer strategic advice to keep benefit costs under control.

FINDINGS AND CONCLUSIONS:

Renewing this agreement maintains the City’s benefits strategy and ensures access to the necessary expertise. Brown & Brown has knowledge of the City’s benefits, which reduces administrative work and maintains continuity.

Staff recommends approval.

FISCAL IMPACT:

Total expenditures for the renewal period shall not exceed $270,000 for services provided from January 1, 2026, through December 31, 2028. Funding is included in the Human Resources and Risk Management budget. No budget amendment is required.

PROCUREMENT REVIEW:

The underlying services were procured in compliance with the City’s Procurement Policy. 

LEGAL REVIEW:

The renewal documents will be reviewed and approved by the City Attorney as to form and legality.
