BACKGROUND:
The traction elevator system at City Hall, which has been in service for 57 years, is now at the end of its operational life. The elevator is experiencing critical maintenance issues, frequent service interruptions, and component failures, impacting accessibility and efficiency for both staff and visitors.
FINDINGS AND CONCLUSIONS:
After a competitive solicitation process, the City awarded Contract No. FAC/230355 for elevator/lift preventative maintenance and repair services to Oracle Elevator Holdco, Inc. d/b/a Elevated Facility Services on June 15, 2023. Pursuant to the contract scope, Elevated provides monthly preventative maintenance services, as needed repair services, and safety testing, and maintains an inventory of routine parts.
An audit of City Hall's elevator system conducted by VDA, a vertical transportation consulting and inspection company, revealed that the elevator could only provide acceptable operation in its current condition for another five years. Additionally, the controller board for the elevator's IMC-AC, manufactured by Motion Control Engineering (MCE), is obsolete and no longer supported. More specifically, in its current condition, the City Hall elevator has an overall preventative maintenance rating of 2.3 with three of the four sub-categories having unsatisfactory scores:
Considering the system's age, the frequency of service calls, and the obsolescence of certain replacement parts, complete modernization has been identified as the most cost-effective and long-term solution.
