BACKGROUND:

The Water Resources Department (Department) operates the 60-acre Ocala Wetlands Recharge Park located at 2105 NW 21st Street in Ocala. The park features approximately 30 acres of grassy areas, pathways, and exhibit areas that require regular mowing, edging, and trimming.

 

FINDINGS AND CONCLUSIONS:

On April 30, 2026, the City issued an Invitation to Bid (ITB) No. WRS/260709 for the provision of this work. Eleven vendors responded to the solicitation. The lowest bidder meeting all requirements was Robert Daniel Dean, Sr., doing business as (D/B/A) C & M Lawncare and Tree Service. The initial three-year term of this agreement will commence July 22, 2026, and end on July 21, 2029, with two one-year renewal options available.

 

Staff recommends approval of this Agreement with Robert Daniel Dean, Sr. D/B/A C & M Lawncare and Tree Service.

 

FISCAL IMPACT:

The Water Resources Department has sufficient funds in the budget for Fiscal Years 2026 and 2027 in account string 455-030-349-537-53-34010. The Department will budget annually to cover costs for future years.

 

PROCUREMENT REVIEW:

These services were procured in compliance with the City’s procurement policy. 

 

LEGAL REVIEW:

This Agreement will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
