BACKGROUND:
The Public Works Streets Division has an ongoing need for trip hazard mitigation for City sidewalks. On February 20, 2024, Council approved the City's piggyback agreement (Contract No. PWD/230413) with Precision Sidewalk Safety Corp. (Precision) for concrete sidewalk trip hazard repairs in the amount of $75,000. The piggyback agreement included an optional, one-year renewal period, subject to the renewal of the underlying agreement between Panhandle Area Educational Consortium (PAEC) and Precision, Florida Buy Contract No.: 22-139.

Precision utilizes a patented process of cutting sidewalks to eliminate trip hazards. Renewing the piggyback agreement with Precision would allow the Public Works Department to effectively and expeditiously remediate existing trip hazards present on City-maintained sidewalks that, due to workload, are beyond the capability of current staff resources.

FINDINGS AND CONCLUSIONS:
During Fiscal Year 2023-24, Precision repaired 1,389 trip hazards along 10.3 miles of City-maintained sidewalks. Public Works maintains 172 miles of sidewalk within the city limits. Between Fiscal Years 2015 and 2023, Precision repaired 11,924 trip hazards along 134.4 miles of City-maintained sidewalks.
Staff recommends approval of the final one-year renewal term under the piggyback agreement with Precision Safety Corp. for September 14, 2024, through September 14, 2025.

FISCAL IMPACT:
Funding for this contract is budgeted in 091-023-255-541-54-46010 for Fiscal Year 2024-25 in the amount of $75,000.
