BACKGROUND:
The CRA acquired the subject property in 2019 (for redevelopment opportunities) and approved the placement of the property on the city surplus property list at the March 17, 2026, CRA Board meeting. The parcel is located on North Magnolia Avenue, immediately south of Temple Cemetery. As part of the purchase agreement, the City acknowledged the potential presence of several graves associated with the adjacent Historic Jewish Cemetery located along the northern boundary of the parcel on North Magnolia Avenue. Historically, Lots Two and Three were part of the Florida Central Land Company Subdivision. Following the discovery of grave sites, the northern portions of Lots Two and Three, originally within Parcel 26297-000-000, were donated to Temple Cemetery in 2020.

Staff intends to designate the remaining southern portions of Lots Two and Three, totaling 0.19 acres within Parcel 26297-000-01, as surplus and proceed with the sale of this land to Temple Cemetery. Refer to the attached survey for clarification of the boundaries. Following the conveyance, the resulting size of Parcel 26297-000-000 will be 0.84 acres.

Staff now requests approval to add Marion County Parcel 26297-000-01 to the City's Surplus Property List. Refer to the Aerial Map attached.

FINDINGS AND CONCLUSIONS:
All applicable City departments have reviewed the subject parcel and have deemed it appropriate for designation as surplus property. The City has no current or anticipated future operational need for Parcel 26297-000-01. The North Magnolia Advisory Committee reviewed the request on March 17, 2026, and supports proceeding with the sale of the parcel.
