BACKGROUND:
The Public Works Sanitation Division is requesting approval of a one-year renewal of the City's contract with Sunshine Enterprise USA, LLC for the provision of temporary day labor. Temporary day labor is utilized to provide litter control in City parks, along City rights-of-way, and in other City-owned properties. Laborers will be utilized on a daily basis, Monday through Friday, not to exceed eight (8) hours per day. Litter is an ongoing problem requiring continuous effort to limit its visual impact. Approximately one hundred tons of litter is collected annually in City-owned areas.
FINDINGS AND CONCLUSIONS:
On January 2, 2020, the City issued its Invitation to Bid ("ITB") No. PWD/190907 for Temporary Day Labor - Sanitation. Two bids were received with the following results:
Sunshine Enterprise USA, LLC was the lowest responsive and responsible bidder. On March 17, 2020, City Council approved a three-year agreement for temporary sanitation day labor services with Sunshine Enterprise USA, LLC in the amount of $240,000. The agreement included two (2) optional, one-year renewal periods.
Litter collection is necessary and using temporary day labor is a cost-effective way to perform this service. The bid price mark-up percentage of 35% is very competitive for a manual labor, temporary service contract. Public Works Sanitation Division staff benchmarked vendor's renewal pricing and found it to be competitive and to afford the City best value.
