BACKGROUND:
Ocala Police Department (OPD) began utilizing license plate readers in 2018. They have proven to be a force multiplier and are routinely used in crime-solving. The license plate readers have been revolutionary in their ability to support OPD's public safety efforts.
FINDINGS AND CONCLUSIONS:
Motorola's Reaper SKU cameras have reached their end of life and no longer comply with current FIPS 140-2 security requirements. As a result, these cameras will become incompatible with the Vehicle Manager 8 investigation tool this year, jeopardizing a critical law enforcement resource.
To mitigate this risk, Motorola is offering a 100 percent buyback program for all Reaper SKU cameras, ensuring agencies can maintain uninterrupted investigative capabilities. Under this agreement, all Reaper cameras will be replaced with Motorola's current L5F model at no additional cost, with serial number verification prior to disposal. The program also requires purchasing four-year warranties for each camera and paying a licensing fee for continued integration with Vehicle Manager 8. The quote provides details on licensing costs over a five-year term, including an annual payment breakdown to ensure ongoing functionality and compliance.
Under Procurement Policy PRO-070, upgrades to existing information technology software, hardware, or firmware can be excepted from additional competitive solicitation where they were competitively sourced originally. Motorola's Reaper SKU cameras were procured from Vetted Security Systems via the City's 2018 solicitation for law enforcement equipment, Invitation to Bid No. OPD/18-015.
