BACKGROUND: Since the pandemic, transit agencies, including SunTran, have struggled to maintain bus drivers and support personnel. Safety and low wages are the two main reasons that adequate staffing levels are difficult to maintain.
Most transit agencies offer raises and incentives to attract and/or retain qualified workers. RATP Dev USA, Inc. (RATP Dev), selected through a competitive process, provides transit management services for SunTran. Staff and RATP Dev are proposing a one-time performance incentive program for the last two-quarters of FY 22 and the first two-quarters of FY 23. The plan, based on performance criteria, would be available to 32 full-time and part-time SunTran workers employed by RATP Dev.
FINDINGS AND CONCLUSIONS: Staff and RATP Dev are proposing a maximum payout of $75,000 if all employees achieve eligible incentives. The funding would be provided from the yearly City and County matches totaling $552,000 ($414,000/City and $138,000/County). In addition to the incentives, the staff is working with Federal Transit Administration (FTA) and FDOT concerning the appropriate mechanism to provide wage increases consistent with federal and state regulations. Currently, the starting salary for a full-time SunTran driver is $11.68.
FISCAL IMPACT: Over the past two fiscal years, the City has used only a portion of the local match of $414,000 ($265,934.96 in FY 20 and $89,510.69 in 2021) because of the CARES funding provided by FTA.
