BACKGROUND:
The Public Works Streets Division has an ongoing need to mitigate trip hazards on City sidewalks. On February 20, 2024, the City Council approved an agreement with Precision Sidewalk Safety Corp. (Precision), Contract No.: PWD/230413, to piggyback the Panhandle Area Educational Consortium (PAEC) cooperative purchasing contract, Florida Buy Contract No. 22-139, for concrete sidewalk trip hazard repairs in the amount of $75,000. The piggyback agreement included two optional, one-year renewal periods, subject to the renewal of the underlying agreement between PAEC and Precision.
On October 15, 2024, the City Council approved the first amendment to the agreement, extending the term for a one-year renewal through September 14, 2025.
Precision utilizes a patented process of cutting sidewalks to eliminate trip hazards. Renewing the piggyback agreement with Precision would enable the Public Works Department to effectively and expeditiously remediate existing trip hazards on City-maintained sidewalks that, due to workload, are currently beyond the capabilities of the staff resources.
FINDINGS AND CONCLUSIONS:
During Fiscal Year 2024-25, Precision repaired 1,497 trip hazards along 6.25 miles of City-maintained sidewalks. Public Works maintains 172 miles of sidewalk within the city limits. Between Fiscal Years 2015 and 2025, Precision repaired 14,810 trip hazards along 150.95 miles of City-maintained sidewalks.
