BACKGROUND:
The HVAC chiller serving City Hall and the Citizen Service Center is 14 years old, has reached the end of its useful life, and is frequently experiencing mechanical issues. This has resulted in elevated maintenance costs, diminished cooling efficiency, and inconsistent temperature control throughout the buildings. Given its age and condition, further repairs are no longer economically feasible and pose a risk of total system failure, which would significantly disrupt staff operations and public services. Replacing the chiller will enhance energy efficiency, reduce long-term maintenance expenses, and ensure reliable climate control for employees and visitors.
FINDINGS AND CONCLUSIONS:
On October 30, 2025, the City issued Invitation to Bid (ITB) No.: FAC/260128 for the replacement of the 275-ton air-cooled HVAC chiller for City Hall and the Citizen Service Center. Six competitive bids were received, one of which was subsequently withdrawn. Sherman Mechanical Contractors was found to be the lowest responsive and responsible bidder as follows:
Facilities staff recommends approval of the award of Contract No. FAC/260128 to Sherman Mechanical Contractors for the replacement of the 275-ton air-cooled HVAC chiller with an estimated cost of $363,668.
FISCAL IMPACT:
Funding is allocated in account 001-012-601-512-51-46010 - CMO-Facilities CIP Maintenance.
