BACKGROUND:

In 2008, the City entered into a contract with Elster Electricity, LLC to supply all of the electric revenue meters necessary to implement Advanced Metering Infrastructure (“AMI”). On July 1, 2008, the City entered into an agreement with Elster Electricity, LLC for the software information system, EnergyAxis, which communicates with the electric meters and houses the data collected. This information system is vital for monitoring and operating all aspects of the AMI system, troubleshooting, and electric revenue billing.

In 2010, Elster Electricity, LLC changed its name to Elster Solutions, LLC (“Elster”).  In 2018, Elster upgraded its software program from EnergyAxis to Connexo NetSense. In 2016, Honeywell acquired Elster Solutions, LLC.
