BACKGROUND:
Liquid polymer is used at Water Treatment Plant No. 1 (WTP#1) to help remove calcium hardness from the raw water. At Water Reclamation Facility No. 2 (WRF#2) and Water Reclamation Facility No. 3 (WRF#3), liquid polymer is used to dewater biosolids before hauling and disposal in a landfill.
On November 21, 2023, City Council approved the original two-year agreement with Polydyne, Inc., Contract No. WRS/230496, beginning November 1, 2023, and ending October 31, 2025. On June 17, 2025, City Council approved the first renewal, beginning November 1, 2025, and ending October 31, 2026.
FINDINGS AND CONCLUSIONS:
The Water Resources Department is requesting approval of this second renewal of Contract No. WRS/230496, utilizing Polydyne, Inc. to provide liquid polymer supply and delivery services. Polydyne is maintaining its original pricing for this second and final renewal: WTP #1 - $1.70 per liquid pound; WRF #2 and WRF #3 - $ 1.80 per liquid pound.
Staff recommends approval of the second amendment to Contract No. WRS/230496 with Polydyne, Inc. for the final one-year renewal, beginning November 1, 2026, and ending October 31, 2027.
FISCAL IMPACT:
Funding for this contract is encumbered in Fiscal Year 2025-26 and budgeted for Fiscal Year 2026-2027 in the following account strings:
