BACKGROUND:

The City of Ocala provides housing rehabilitation assistance to low-income homeowners. The Consolidated Plan approved by the Department of Housing and Urban Development (HUD) includes rehabilitating and reconstructing owner-occupied housing for income-qualified applicants. Evaluation of the Wiggington residence at 123 SW 11th Avenue revealed a need to replace the roof and the HVAC, upgrade the electrical system, replace the kitchen cabinets, make exterior repairs, and paint the exterior.

 

FINDINGS AND CONCLUSIONS:

Services for this project were solicited in compliance with the City’s procurement process and in accordance with grant and program guidelines. On April 2, 2026, the City issued an Invitation to Bid (ITB) No.: CDS/260622 for the rehabilitation of the Wiggington residence. The ITB closed on April 22, 2026, with six bidders responding. Ulloa Management Group, LLC of Saint Augustine, Florida, was found to be the lowest responsible bidder with a bid of $53,993.75.

 

Funding for this project is available through the City’s Community Development Block Grant. Staff recommends approval.
