BACKGROUND:
Fire Rescue has an ongoing need for grounds maintenance services for its fire stations annually.
FINDINGS AND CONCLUSIONS:
On February 4, 2026, the City issued Request for Quotations (RFQ) No. OFR/260426 for fire station grounds maintenance services. A total of eleven (11) bids were received. The bids offered by Picture Perfect Lawn & Landscape and M. Hughes Services, LLC, were both rejected for non-responsiveness. Ultimately, Sulter Precision Cuts, LLC, was found to be the lowest responsive and responsible bidder.

The vendor will provide all materials, equipment, and labor to provide professional grounds maintenance services at all fire station locations throughout the city. All fire stations throughout the City will receive 34 cuts annually.
Staff recommends approval.
FISCAL IMPACT:
The estimated expenditure for grounds maintenance is $54,400 for the initial two-year contract, with two optional one-year renewals. Funding is included in the Fire Rescue budget account 001-019-910-522-52-34010.
PROCUREMENT REVIEW:
This solicitation has been reviewed and approved for compliance with the City’s Procurement Policy.
LEGAL REVIEW:
This Agreement will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
