BACKGROUND:
On April 16, 2024, City Council approved the award of an Agreement for Consulting Services (Contract No. OFN/230765) to Uptown Services, LLC (Uptown) to evaluate the business plan strategies, growth assessments, and feasibility of residential development for Ocala Fiber Network (OFN). Uptown has extensive experience designing, planning, and implementing broadband networks. However, these options were not included in the original scope of work.

FINDINGS AND CONCLUSIONS:
Uptown's proposal offers enhanced operational planning and implementation support services based on its evaluation of OFN’s business plan and its recommendations. The goal of these services is to improve OFN's operational performance and assist with expansion planning. By broadening the scope of work, OFN can benefit from Uptown's expertise in several areas, such as project management, outside plant design, service area planning, operational software selection and implementation, staffing, direct marketing, operational procedures, and sales training. The attached cost estimate from Uptown outlines the anticipated expenses for these additional services, totaling $93,000.

Staff recommends approval.

FISCAL IMPACT:
The expenditure associated with Uptown Services, LLC, is available and will be paid from Fiscal Year 2026-27 budget account #490-031-286-539-69-65010.

PROCUREMENT REVIEW:
These services were procured in compliance with the City’s procurement policy.

LEGAL REVIEW:
This amendment will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
