BACKGROUND:
Optimize Manpower Solutions, Inc. provides temporary labor for office-related, skilled, and semi-skilled workers. Office personnel can be quickly staffed in times of heightened workflow in critical areas, staff shortages, special projects, or positions that require temporary time to be filled, etc. The fees were competitively awarded based on the mark-up multiplier analysis review.

FINDINGS AND CONCLUSIONS:
The Procurement Department performed a comparative mark-up multiplier analysis review for several temporary staffing agencies across Florida, including the two vendors awarded by the Department of Management Services against the City's three incumbent vendors (Optimize Manpower Solutions, FastTrack Staffing, Spherion Staffing, Inc). Optimize is competitive with the DMS contract.
The mark-up multiplier equals the contractor's entire overhead and profit for providing temporary employees which includes all employment taxes and insurance. The City will determine the base wage/salary for each position according to the level of work skills needed to perform the job. The table below shows an example calculation of the City's hourly cost for an employee with a base wage per hour rate for both a City recruited temporary employee and an Agency recruited temporary employee.

Each department has its own budget for these services when needed and approved by their director.
