BACKGROUND:
The Public Works Department's Sanitation Division provides weekly curbside garbage collection to approximately 17,750 residential customers, collecting an estimated 19,000 tons annually. Additionally, solid waste services are provided to roughly 13,000 commercial, industrial, and multi-family customers, with service frequencies ranging from once to six times per week. The Commercial Division collects approximately 44,000 tons of waste annually.
On June 19, 2018, the City Council approved Contract No. PWD/17-032 with Advanced Disposal Services, Inc., with an initial expenditure authorization of $11,550,000.
In November 2020, GFL Environmental acquired Advanced Disposal Services Solid Waste Southeast Inc. and assumed the existing contract through its subsidiary, GFL Solid Waste Southeast LLC. (GFL)
On December 21, 2021, the Council approved a contract extension and a rate adjustment from $42 to $45 per ton, with an estimated expenditure of $6,099,000.
FINDINGS AND CONCLUSIONS:
The City's growth has led to higher-than-anticipated waste disposal volumes.

Expenditures to date under Contract No. PWD/17-032 total $19,218,574. Staff anticipates that the City will expend an additional $150,000 to cover current and anticipated disposal costs through the end of the contract term, September 30, 2025.
Due to continued growth in the City of Ocala and increased waste tonnage, the expenditures spent to meet these demands have resulted in the depletion of previously approved funds.
