BACKGROUND:
The City of Ocala owns and operates Water Reclamation Facility No. 2 (WRF#2) located at 4200 SE 24th Street, Ocala, FL 34471. WRF#2 is currently permitted for an average annual daily flow of 6.5 million gallons per day (MGD). Wastewater treatment is a multi-stage process that removes contaminants from sewage using physical, biological, and chemical methods, producing clean effluent safe for release or reuse. The core stages include preliminary screening, biological breakdown (aeration), clarification, filtration (Leopold Sand Filter), and disinfection (chlorine), typically removing over 90% of suspended solids and organic pollutants.
FINDINGS AND CONCLUSIONS:
The Leopold Sand Filtration System consists of four filtration trains, each equipped with 26 actuators of various sizes, which operate sequentially during filter backwashing. This system has been in service since 2015, and several actuators are exhibiting signs of wear and potential failure. To ensure continued reliability and maintain regulatory compliance, staff recommends initiating the purchase and replacement of these components.
On February 3, 2026 the City advertised Sole Source Posting (SSP) No. SSP-239 to verify that Flotech, Inc. was the exclusive distributor for Limitorque actuators. SSP-239 was advertised for a period of 15 business days as required by section 120.57(3), Florida Statutes, and closed on 2/25/2026. There were no objections from any other vendors.
