BACKGROUND:

The Water Resources Department utilizes industrial vacuum trucks to perform hydro excavation, high-pressure water jetting, and cleaning of sewer, catch basin, and stormwater systems. On October 21, 2025, the City Council approved the purchase of a 2025 TruVac FLXX Hydro Excavator in the amount of $448,233 as part of the Fiscal Year 2025-26 Fleet capital improvements.

 

FINDINGS AND CONCLUSIONS:

To protect the City’s investment in this specialized equipment and ensure continued operational efficiency, it is recommended that a repair and maintenance contract be established with an authorized service provider. This agreement will ensure the TruVac Hydro Excavator truck is appropriately maintained, minimize equipment downtime, and extend the vehicle’s service life.

The maintenance agreement with Environmental Products Group for a TruVac FLXX Hydro Excavator is $15,000 per year for a five-year term, totaling $75,000.

Staff recommends approval of this agreement.

 

FISCAL IMPACT:

Funding is allocated in Water Resources’ account 455-030-300-533-53-46010 - Repair and Maintenance in the amount of $15,000 and will be budgeted likewise for future fiscal years.

 

PROCUREMENT REVIEW:

These services were procured in compliance with the City’s Procurement Policy.

 

LEGAL REVIEW:

This Agreement will be reviewed and approved for form and legality by City Attorney, William E. Sexton.
