BACKGROUND:
The Ocala International Airport maintains approximately 1,300 acres requiring mowing and landscape care. Agriculture tractors equipped with large rotary cutters with various attachments provide the most cost-efficient way to maintain roadsides, easements, and Airport property. Airport Tractor Unit #17-058, a 2015 5085E John Deere Tractor, has over 174,000 equivalent miles, repair costs have exceeded its value, and is undersized (85 hp).

FINDINGS AND CONCLUSIONS:
As a political subdivision of the state of Florida, the City of Ocala qualifies as an eligible user of Sourcewell cooperative purchasing agreements, more specifically: Sourcewell Cooperative Purchasing Agreement No. 110719-JDC, Agricultural Tractors & Equipment. The John Deere tractor offered under Sourcewell Contract No. 110719-JDC, has been competitively solicited by Sourcewell, a State of Minnesota agency and service cooperative, and evaluated and determined by the City's Procurement Department to be cost effective and to afford City best value.
Fleet recommends the purchase of a 2023 John Deere 5105M (105 hp) Tractor to replace Unit # 17-058. This larger tractor is suitable for the airfield ground maintenance requirements at Ocala International Airport.

FISCAL IMPACT:
Funding for this purchase will be appropriated from reserve account #451-099-999-542-81-99800 to the Airport CIP account 451-027-602-542-66-64010 through an accompanying budget resolution on the consent portion of the same agenda.

PROCUREMENT REVIEW:
These goods have been procured in compliance with the City's Procurement Policy.
