BACKGROUND:
During routine maintenance evaluations of roads and parking lots, the Public Works Traffic Division identifies areas where the existing pavement markings are worn, faded, and in need of replacement. The work primarily consists of small-scale jobs and hand work. The areas identified are then prioritized and programmed into our maintenance replacement schedule. Public Works does not have the staff to perform this work in a timely manner.
FINDINGS AND CONCLUSIONS:
On February 25, 2021, the City issued its Invitation to Bid (ITB) No.: PWD/210074 for the provision of pavement striping services. Bids were requested and received on a line-item price basis. Sample projects were then utilized to evaluate price reasonableness. Two (2) responsive bids were received with the following results:
Brian Bombassei, Inc., was found to be the lowest responsive and responsible bidder. On May 19, 2021, City Council approved the award of a two-year contract for pavement striping services to Brian Bombassei, Inc. The agreement included two optional, one-year renewal terms.
The initial contract term will expire May 18, 2023, and the vendor has requested a ten percent increase in line-item pricing for the first one-year renewal period. Staff has benchmarked vendor's increased pricing across similar agencies and found Brian Bombassei Inc.'s pricing to be consistent with similar contracts for small-scale pavement striping jobs. Staff recommends approval of the first one-year renewal with Brian Bombassei, Inc. for the period May 19, 2023, through May 18, 2024.
