BACKGROUND:
To address Ocala’s evolving development needs and City Council’s determination that the Solid Waste Division should be able to service roll-off compactors, staff developed a policy approved by Council on June 17, 2025, following a series of meetings and workshops. The policy ensures the City’s new service will not directly impact relationships between private haulers and their existing permitted customers.
FINDINGS AND CONCLUSIONS:
Pomona Apartments, a recently constructed multi-family complex, has requested roll-off compactor service. The City will purchase the compactor from Sunbelt Waste Equipment using a Sourcewell cooperative purchasing agreement.
As a political subdivision of the State of Florida, the City of Ocala qualifies as an eligible user of the Sourcewell cooperative purchasing agreement for bulk solid waste and recycling equipment (Sourcewell Contract No. 010825-MEC). Contract No. 010825-MEC was competitively solicited and awarded on May 16, 2025, for a four-year term through May 19, 2029. Sunbelt Waste Equipment is an authorized supplier of Marathon Equipment Company products under Contract No. 010825-MEC.
Cooperative purchasing programs comprise member cities, counties, and other public agencies nationwide that aggregate their members’ purchasing power to achieve greater volume discounts. The solicitation underlying Contract No. 010825-MEC was evaluated and determined to be cost-effective by the Public Works and Procurement & Contracting Departments.
Staff recommends approval.
