BACKGROUND:

On March 10, 2022, the City’s Community Development Services (CDS) Department received a request for assistance with housing rehabilitation from a moderate-income family. CDS’s structural evaluation of the home revealed that the following work is required in order to bring the home to current building standards:  replacement of the roof, HVAC, windows, and water heater; adding of insulation, performing interior repairs and painting; replacement of kitchen cabinets; electrical upgrades; plumbing upgrades; and replacement of the flooring throughout the house.

 

FINDINGS AND CONCLUSIONS:

On June 18, 2024, the City issued Invitation to Bid (ITB) No. CDS/240723 for the provision of residential rehabilitation services for the Norton property.  Four (4) contractors responded, and the results are listed in the table below. Building Visions Construction, LLC of Deltona, Florida, was found to be the lowest responsive bidder with a total bid of $125,200.  This project will be funded by the City’s State Housing Initiative Program (SHIP) and West Ocala CRA rehabilitation funds. Staff recommends approval.
