BACKGROUND:
In order to meet the needs of the changing development dynamics in the City of Ocala as well as in accordance with a determination by City Council that the City’s Solid Waste Division should acquire the necessary tools to develop the ability to service roll-off compactors and following a series of meetings and workshops on the subject, staff was tasked with developing a policy to ensure that the City’s new roll-off compactor service does not directly impact the current customer relationships in place between private haulers and their existing, permitted customers.
The proposed policy statement which accompanies this item is intended to respond to that direction by providing a clear and concise limitation on the City’s ability to encroach upon the existing customers of the private roll-off compactor haulers while also (1) ensuring compliance with the requirements of Section 54, Code of Ordinances, City of Ocala, Florida, and the direction by City Council; and (2) responding to the demand for services from the City of Ocala.
