body
BACKGROUND:
On November 9, 2021, the City of Ocala ("City") issued its Request for Proposal ("RFP") No. WRS/211026 for the provision of professional design and other related services associated with the design of a 30 million gallon per day ("MGD") membrane at Water Treatment Plant No. 2 ("WTP #2") located at 3744 South Pine Avenue, Ocala, Florida.

The new water plant treatment process will be nanofiltration with the finished water quality mirroring the existing WTP#1 finished water. This process ensures that the City's customers receive uniform quality drinking water and maintain customer satisfaction. The water demand projection based on a 20-year plan is a 30 MGD plant.

FINDINGS AND CONCLUSIONS:
After a sixty-three (63) day solicitation period and sourcing a total of 393 potential vendors for this opportunity, RFP No. WRS/211026 closed on January 11, 2022, with a single response from Kimley-Horn and Associates, Inc. ("Kimley-Horn"). The City's Selection Committee reviewed and considered Kimley-Horn's proposal against the weighted evaluation criteria set forth in the solicitation and, after final scoring...
