BACKGROUND:

The City of Ocala provides housing rehabilitation assistance to low-income homeowners. The Consolidated Plan approved by the Department of Housing and Urban Development (HUD) includes rehabilitating and reconstructing owner-occupied housing for income-qualified applicants. Evaluation of the Preston home located at 2220 NW 18th St. revealed a need to replace the roof, windows, HVAC system and remediate asbestos.

 

FINDINGS AND CONCLUSIONS:

Services for this project were solicited in compliance with the City’s procurement processes and in accordance with grant and program guidelines. On April 16, 2025, the City issued Invitation to Bid (ITB) No.: CDS/250638 for the rehabilitation of the Preston residence. The bid closed on May 6, 2025, with three (3) bidders responding. D&S Development, LLC of Ocala, FL was found to be the lowest responsible bidder with a bid of $51,300.

 

Staff recommends approval.

 

 

FISCAL IMPACT:

The $51,300 is available in account 346-060-644-554-55-34010.

 

PROCUREMENT REVIEW:

These services were procured in compliance with the City’s Procurement Policy.

 

LEGAL REVIEW:

This Agreement will be  reviewed and approved for form and legality by City Attorney, William E. Sexton.
