BACKGROUND:

Since 2007, Ocala Electric Utility (OEU) has operated a wood-pole inspection and treatment program aligned with the Florida Public Service Commission's storm-hardening requirements. These services are provided through a competitively procured Florida Municipal Power Agency (FMPA) contract (FMPA #2020-200) with Osmose Utility Services, Inc., which has been renewed and approved by FMPA, with price increases to support continued member use.

Osmose Utility Services provides inspection, testing, and preservative treatment to extend the lifespan of wood poles and ensure structural reliability. Under the current extension, OEU anticipates inspecting and treating approximately 3,500 wood utility poles during Fiscal Year 2025-26.

FINDINGS AND CONCLUSIONS:

Staff recommends approval of the continued use of FMPA Contract #2020-200 with Osmose Utility Services, Inc., and requests approval of an additional $200,000 in funding for the wood pole inspection and treatment program during Fiscal Year 2025-26. Expenditures will be tracked under City of Ocala Contract No. ELE/250265.

FISCAL IMPACT:

Budgeted funds for this item are available in the approved Fiscal Year 2025-26 budget under account #457-032-231-531-53-34010.
