BACKGROUND:

In accordance with federal and state regulations, Ocala Electric Utility (OEU) has agreements with communication companies to attach cable or fiber facilities to OEU poles. OEU requires these companies to comply with the National Electrical Safety Code (NESC) to prevent diminished structural integrity when a cable or fiber is attached. Under this agreement, The Fishel Company (Fishel) will perform loading analysis enabling OEU to determine if the added cable or fiber will cause excessive structural loading or if the sag between cable spans violates NESC clearance requirements.

Pursuant to the terms of the contract, OEU will compensate Fishel for initial loading analysis services at the rate of $57.00 per pole. If a re-inspection is required after an attachment is made, OEU will compensate Fishel at a rate of $44.00 per pole.

The annual expenditure for pole analysis services is estimated to be $300,000, with a three-year maximum contract value of $900,000. Communication companies reimburse OEU for pole-loading analysis services performed by Fishel. Thus, there is no cost to the City for this service.

FINDINGS AND CONCLUSIONS:

On February 3, 2023, the City issued ITB# ELE/230197 for the provision of third-party pole attachment permitting services. A total of (8) eight contractors responded. The Fishel Company was the lowest responsive bidder.
