BACKGROUND:

The City of Ocala provides housing rehabilitation assistance to low-income homeowners. The Consolidated Plan approved by the Department of Housing and Urban Development (HUD) includes rehabilitating and reconstructing owner-occupied housing for income-qualified applicants. Evaluation of the Brown home located at 110 SW 24th Avenue revealed a need to replace the windows and water heater, remodel and make the master bathroom ADA-compliant, replace the kitchen cabinet, conduct interior repairs, replace the flooring, replace exterior doors, upgrade the electrical system, and abate asbestos.

FINDINGS AND CONCLUSIONS:

Services for this project were solicited in compliance with the City’s procurement process and in accordance with grant and program guidelines. On June 12, 2025, the City issued Invitation to Bid (ITB) No.: CDS/250374 for the rehabilitation of the Brown residence. The ITB closed on July 2, 2025, with four bidders responding. 2W Construction Corporation of Ocoee, Florida, was determined to be the lowest responsible bidder, with a bid of $57,100.
