BACKGROUND:

The Growth Management Department's Code Enforcement Division has an ongoing need for mowing and lot clearing services so that orders issued by the Special Magistrate and/or Code Enforcement Board to cure violations can be efficiently processed and abated.

FINDINGS AND CONCLUSIONS:

On September 12, 2023, the City issued Invitation to Bid (ITB) No. GRM/230702 for mowing and lot clearing services. The solicitation closed on September 27, 2023, with four (4) vendors responding. Faithworks Total Grounds Maintenance was initially the lowest bidder, but withdrew their bid prior to the issuance of the City's Intent to Award. Extreme Enterprises of Marion County, Inc. was the next lowest, responsive bidder with a total bid amount of $283,800 for the initial contract term.

The Growth Management Department requests approval of the award of Contract GRM/230702 for mowing and lot clearing services to Extreme Enterprises of Marion County, Inc. This contract has an initial term of one year, with an optional one-year extension. The total contract expenditure for the initial term will not exceed $283,800.

Awarding this contract will streamline the process by assigning all mowing and lot clearing jobs to a single contractor thus enhancing efficiency. Additionally, it will enable the Code Enforcement Division to better track the annual volume of awarded jobs.

FISCAL IMPACT:

Funding is budgeted in account #103-016-711-524-52-46020.

PROCUREMENT REVIEW:

These services were procured in compliance with the City's Procurement Policy.
