Speed Study Results for SE Eighth Street

BACKGROUND:
Traffic Engineering recently performed a speed study on SE Eighth Street between SE Third Avenue and SE 15th Avenue due to speeding complaints. The study utilized the established procedures published by the Institute of Transportation Engineers (ITE), Manual on Uniform Traffic Control Devices (MUTCD) and the Florida Department of Transportation (FDOT)’s Speed Zoning for Highways, Roads, and Streets in Florida Manual.
Summary Findings (SE Eighth Street)
• The average daily traffic (ADT) is 2,072 vehicles per day in both directions.
• The speed limit is 30 miles per hour (mph). The average speed for the entire study corridor was 29 mph. The 85th percentile speed was 33 mph. An 85th percentile speed of 37 mph was recorded between SE 11th Avenue and SE 15th Avenue.
• There were no speed-related accidents for the three-year period ending December 2022.
• Intersection sight distance is restricted due to trees, shrubs, and fence at the SE Eighth Street/SE 13th Avenue intersection (looking to the west and east). The measured distances to the trees, shrubs, and fence range from 24 to 86 feet; minimum required distance for clear sight is 240 feet, hence, tree and shrubs are within the clear sight triangle.
Action Items (Safety Measures)
• Implementing all-way stop control at the intersection of the SE Eighth Street/SE 13th Avenue due to restricted sight distance; and
• Speed trailer deployment to alert motorists of their speed and remind them of speed limit.
