BACKGROUND:
On April 16, 2024, the City adopted Budget Resolution 2024-131, authorizing the acceptance and appropriation of Section 5307 Urban Area Grant funds from the Federal Transit Administration (FTA) in the amount of $6,664,524.
The FTA grant covers funding for the acquisition of one trolley, one 35-foot diesel bus, and two small cutaway buses. Additionally, the grant allocates funds for several significant capital projects, including installing bus shelters, constructing a covered parking area for the buses, and developing a kiosk and restroom facility at Union Station.
FINDINGS AND CONCLUSIONS:
On May 13, 2026, the City issued its Invitation to Bid (“ITB”) No.: ENG/260740 for the construction and installation of 15 bus stop shelters. On July 13, 2026, eight bids were received, on a lump-sum basis as follows:

Genesis Construction & Management, Inc. (Genesis) was the lowest responsible bidder, with a total bid of $288,650.
Staff requests a 10 percent contingency in the amount of $28,865 to allow the City Engineer to issue change orders to cover unforeseen conditions and other conflicts that may arise during construction. With the contingency, the total project budget is not to exceed $317,515.
Genesis has previously completed similar construction projects for the City, and their performance has been very satisfactory. Staff recommends award of contract to Genesis for the construction and installation of 15 bus stop shelters.
